The Position
The HR Specialist will serve as the primary contact person for West Chester Township employees and coordinate various aspects of the HR Department. This position will support the goals and mission of West Chester Township, but also all departments of our local government, including Police, Fire, Dispatch, Community Services, Community Development, and Administration.
The candidate must be an effective communicator, possess excellent organizational and customer service skills, and be well-organized and detail-oriented to handle multiple projects within prescribed timelines. Responsibilities include various aspects of HR, including full-cycle recruiting, leave management such as FMLA and short-term disability, benefits administration, HRIS management, culture initiatives, and responding to internal/external HR inquiries in a timely manner.
This position will be in the office Monday-Friday with the core hours of 8:30am-4:30pm. Travel within the Township will be required. The pay rate for this position starts at $29.19/hour.
Key Responsibilities
Talent Acquisition & Onboarding
- End-to-End Recruitment: Manage the talent acquisition process to attract and select top-tier candidates.
- Onboarding & Offboarding: Lead employee orientation, manage the 30/60/90-day integration process, and conduct insightful exit interviews to drive continuous improvement.
- Benefits Management: Oversee day-to-day benefits administration, including total compensation education, open enrollment, life events, and accrual tracking.
- Leave Management: Serve as the point of contact for leave programs, ensuring compliance and support for FMLA, Short-Term Disability (STD), and ADA accommodations.
- Culture & Engagement: Support culture initiatives and manage the deployment and analysis of employee engagement surveys.
- Employee Support: Serve as a primary point of contact for day-to-day employee inquiries. Handle employment verifications, personnel file requests, and formal correspondence (e.g., years of service and benefits letters).
- Administer the Township’s employee policy and procedures manual and ensures policies and procedures and their updates are applied to Township operations correctly and always comply with all applicable local, state, and federal laws.
- Ensure compliance with all applicable local, state, and federal laws in personnel recruitment, examination, and selection processes.
- Maintain confidentiality of all employee benefits and human resource functions, files, and reports.
- High School Diploma or equivalent
- Completion of a secondary education; PHR or SPHR Certified, or related HR certification preferred
- Three (3) years of related experience
